EU End-of-Waste criteria for plastics to be published “very soon”

The European Commission is finalising the proposal for End-of-Waste (EoW) criteria for plastics. Regulation clarifies when recycled materials cease to be classified as waste. Expected to boost cross-border trade and recyclate certification across the EU. Publication anticipated within the next few weeks.
After months of consultation, the European Commission confirmed that the long-awaited End-of-Waste (EoW) criteria for plastics are in their final review phase. The regulation will define precise conditions under which recycled plastics lose their “waste” status and become certified secondary raw materials, freely tradable across the EU. This step is vital for recyclers, compounders, and converters, simplifying exports and ensuring common quality standards for polyolefins, PS, PET and PA. Publication is expected before the end of 2025, with application starting in 2026 – a key milestone in the EU Circular Economy Action Plan.
